It's subtle, but flaunt your wealth by spending too much, and suddenly you're landing on tax properties way more often. There are some great variations, including a living board, and a challenging cut-throat choice - where you can put up buildings on any property you own without having to own the entire set (excluding RRs & utilities). On hard level, the AI opponents know exactly what they're doing, and they don't make it easy.
